People who have retired can only rely on their savings and payments from the state. As a rule, cash receipts are limited only to pension benefits. The state is trying in every possible way to help older people who belong to the less protected segments of the population. A number of regulations have been adopted at the federal and regional levels, according to which in 2018, older people are entitled to bonuses and additional payments to pensions.

What are pension supplements?

The legislation determines that all citizens of Russia, as well as some foreigners and stateless persons, are entitled to pensions. In this regard, a number of legal and regulatory acts have been issued that regulate the process of payments and calculation of allowances. In 2018, pensioners can receive different types of pensions, and in some cases it is possible to accrue two benefits simultaneously:

  • Insurance (labor) pension. Payments are assigned to people who have the required insurance experience and an individual pension coefficient.
  • State. A special type of allowance provided to certain categories of the population, for example, military personnel, combatants, Afghan soldiers, and government employees.
  • Social. Pension benefits are paid to citizens who, for some reason, have not accumulated the required insurance period, disabled people, and indigenous residents of the Far North. The amount is always fixed and is established annually by Government Decree.
  • Cumulative. A separate allowance, the formation of which is the responsibility of the person himself during his working life.

The income of an elderly person directly depends on what type of pension he is entitled to. The State Duma for the 2018 economic year included in the budget an increase in allowances for all categories of pensioners in order to ensure a decent standard of living for able-bodied and disabled citizens of the country. Additionally, various types of additional payments are assigned through the state, from which no deductions are made (personal income tax, pension contributions, etc.). They are appointed both at the federal level and by local executive bodies. Conventionally, they can be classified into:

  • social;
  • for children;
  • on disability;
  • if there are dependents;
  • state and municipal employees;
  • individual categories for special merits.

What payments are pensioners entitled to in addition to the monthly pension?

Whether there will be an additional payment to the pension in 2018 or not depends on the person himself. According to Russian legislation, a person must independently ensure that he receives certain allowances and additional payments. This means that the country has a declarative principle. The employee responsible for calculating additional payments is not obliged to independently search for the person and inform him about the opportunity to receive the assistance he is entitled to.

Those who, according to the law, are entitled to an additional allowance in 2018, are required to independently submit an application and the necessary documents to the Pension Fund or the Multifunctional Center, after which the application will be considered and a decision will be made: to award an additional allowance or to refuse the request. If we turn to the regulations, we can distinguish several categories of citizens who are entitled to receive additional payments to their pension benefits:

  • Elderly people whose income is below the current subsistence level.
  • Citizens who have special services to the Russian state, for example, participants in military operations, liquidators, Heroes, etc.
  • Citizens who, by the nature of their activities, worked in positions and professions with harmful or dangerous working conditions.
  • Elderly people whose dependents are disabled or disabled citizens.

To increase well-being, assistance provided to citizens of retirement age in 2018 can be provided in different forms:

Social supplement up to the subsistence level

A subsistence budget is a certain amount of money that should be enough to cover food, pay for housing and communal services, provide basic needs and maintain health. The legislation determines that the total income of a person who has retired should not be below the consumer basket. If this happens, he is entitled to a social supplement up to the established amount.

At the federal level, the BPM is equal to 8,726 rubles. In 2018, each subject of the Russian Federation independently sets the cost of living for pensioners. This is due, firstly, to climatic and natural conditions. For this reason, in the extreme northern and eastern regions, the BPM always exceeds the national average. Secondly, the national characteristics of the population and the characteristics of consumption of food and non-food products are taken into account.

Sources of financing social supplements in 2018, as before, depend on the region in which a person lives. Their sources of funding are different:

  • Federal budget. Money is allocated from the state treasury if the BPM in the region is less than the Russian average. So, for example, in the Smolensk region the BPM is 8,674 rubles, which is 52 rubles lower than the national average (8,726 – 8674 = 52). In this case, the additional payment to the pensioner occurs through the federal budget.
  • Regional. Funds up to the BPM amount are reimbursed from the local treasury if the cost of living is higher than in the country as a whole. So, for example, in Chukotka the BPM is set at 19,000 rubles. This means that local authorities will pay an additional 10,274 rubles. (19000-8726=10274) independently.

When a person moves to a new permanent place of residence in another region, the premium will be calculated according to the rules that apply in the subject chosen for permanent residence. In some regions, as of 2018, infantry fighting vehicles have been installed in the same size as the average for Russia. In this case, no social (!) benefits will be paid to people who have retired:

  • Amur region;
  • Vologda region;
  • Baikonur;
  • St. Petersburg;
  • Transbaikal region;
  • Kabardino-Balkaria;

Appointment procedure

Depending on the type, the allowance is assigned differently:

  • The social supplement to the pension in 2018 from the federal budget is assigned when submitting an application simultaneously with the submission of documents for the assignment of pension benefits. To do this, you should contact the local branch of the Pension Fund or MFC at your place of residence.
  • Regional additional payments are calculated by the social security authorities at the pensioner’s place of residence. Information about the need for additional payment is sent there automatically, so the pensioner does not even need to submit an application.

An important condition for accruing social supplements to pension benefits to the level of the pensioner’s subsistence level in 2018 is that he does not have any additional income. The only exception is the surcharge for the loss of a breadwinner, which does not apply to social benefits. If a person begins to receive any social subsidies, it is necessary to notify social services about this, since the total amount of income changes. The same should be done when moving for permanent residence to another region or country, when applying for a job, etc.

What is included in comprehensive income

The amount of the total amount of support for a pensioner is determined by adding up all the amounts that are included in his subsistence level. For the calculation take into account:

  • Pensions of all categories, including military ones.
  • All benefits and additional payments that a person receives monthly.
  • Social support measures that have a monetary value.
  • Monthly cash payment.
  • A set of social services.

The amount of material support includes the equivalent of the provided compensation for:

  • travel by public transport;
  • telephone communication;
  • public utilities;
  • removal of household waste, etc.

Some types of social support are not taken into account in total income:

  • Material assistance, which is expressed in kind, for example, food, medicine, etc.
  • One-time payments, such as the one that was accrued to all pensioners in January 2017 in the amount of 5,000 rubles.

For children in 2018

Working and non-working women pensioners in 2018 have the right to apply for a pension supplement for children, provided that the applicant retired before 01/01/2015 or later, but did not provide data to the Pension Fund of the Russian Federation about what he has children. Provided that the disabled person worked at least one day in his life and the employer made contributions to the Pension Fund from his salary, an insurance pension is calculated. State disability pensions are received by military personnel and some other categories of citizens who become disabled as a result of professional activities or while serving.

The pension supplement for disabled people in 2018 includes:

  • monthly cash payment (tax amount not included):

The supplement in 2018 does not have any fixed values, but depends on certain circumstances:

Allowances for civil servants

If other payments are not established at the federal level for state and municipal employees, then they are entitled to additional compensation to their pension provision. The size of the supplement is determined based on wages for the last calendar year using an individual coefficient for each citizen. The mandatory conditions for assigning an additional payment are:

  • Permanent employment as a civil servant before retirement.
  • Permanent residence in the Russian Federation.
  • Lack of employment after retirement. If a civil servant continues to work after retirement, he is entitled to only the insurance part of the pension.
  • No criminal record.

The subsidy amount is 3% of average monthly earnings for each full year of service over 15 years, but not more than 75% of average monthly earnings. When living in the Far North, the surcharge is indexed to the coefficient applied in this area. To receive a state pension, you will need to apply at your place of last employment and provide:

  • passport;
  • certificate of no criminal record;
  • work book.

Mothers of many children

At the regional level, in 2018, mothers of many children, like a number of other pensioners, are entitled to an additional payment to their pension. Payments are made exclusively from local budgets, so the amount varies in each individual region. The value is influenced not only by the capabilities of the regional treasury, but also by the size of the subsistence level, and a number of other features.

The main conditions for receiving a subsidy are:

  • Lack of official employment.
  • Having an income below the subsistence level in force in the region.

To apply the supplement, you need to come to the local branch of the pension fund to write an application. You must bring with you:

  • Passport.
  • Certificate of mother of many children.
  • Work book.

Travel pension payments

Upon retirement, citizens have the opportunity to use public transport for free. At the federal level, benefits are provided:

  • Veterans and disabled combatants (including WWII).
  • Home front workers.
  • Residents of besieged Leningrad.
  • Prisoners of concentration camps.

At the regional level, pensioners are compensated for partial or full travel costs on public transport and commuter trains. This benefit may not be valid in all regions, and the amount of the subsidy depends on the deficit of local budgets. Additionally, at the federal level, beneficiaries can take advantage of the right to free travel to and from the place of treatment or rehabilitation. This opportunity is provided in the range of social services. If you refuse the proposed preference, you will be reimbursed 116.04 rubles.

From February 1, 2018, the amount is planned to be revised, as well as the entire amount of the lump sum payment and the NSO included in the EDV. To receive payments, you must write an application to the territorial branch of the Pension Fund and provide:

  • Passport or any other equivalent document.
  • A document giving the right to receive EDV.

Moscow supplement to pension in 2018

The city authorities pay special attention to the social security of citizens who have retired. In addition to numerous benefits, the government has provided additional cash payments. Why is the GSS installed in Moscow?

The standard of living in Moscow is significantly higher compared to other regions of the Russian Federation. This conclusion is an established fact, repeatedly confirmed by numerous studies and surveys. At the same time, the standard of living is determined not only by the high incomes of Muscovites, but also by the cost of basic goods, services, and resources, the values ​​of which largely exceed similar indicators in the regions.

And if decent salaries for working Moscow residents make it possible to compensate for the high cost of living in the capital, then what is the situation with citizens of social categories - pensioners and the disabled? After all, the provisions of the Pension Reform provide for a unified approach to assigning pensions to residents of all regions, which means that a disabled person of group 1 in Moscow will receive the same pension as a disabled person in Tula, Khabarovsk or Cherepovets.

Based on current legislative norms, Moscow pensioners can apply for an additional payment to their pension up to the subsistence level. However, often, the income of a Moscow pensioner, even taking into account the regional surcharge, does not allow him to pay the expenses that are growing in the capital every day.

In view of the current situation, the concept of the City Social Standard (CSS) was introduced at the municipal level. While the PMP determines the minimum indicator of the standard of living of a pensioner, the value of the GSS is equal to the optimal income required by a resident of the capital. The main direction of social support measures for the Moscow municipality is to bring the income level of pensioners, disabled people, and citizens of other social categories into line with the GSS indicator.

The GSS is a fixed indicator; its value is established annually at the legislative level. IN 2020 in Moscow there was a GSS in the amount of 19,500 rub. Note that during the same period the level PMP in the capital fixed in size RUR 12,578 .

Residents of Moscow who are recipients of pensions have the right to receive an additional payment to their pension up to the SSS level. Recipients can submit documents for additional payment:

Who is entitled to an additional payment up to the SSS level?

Muscovites whose pension is less than the established social standard can apply for payment up to the SSS level. At the same time, pensioners receiving payments below the PMP (in 2017 - 11,561 rubles) are entitled to receive 2 additional payments simultaneously:

  • regional surcharge in the amount of the difference between the PMP and the pensioner’s income;
  • additional payment to the level of the State Social Insurance Fund in the amount of the difference between the State Social Insurance System and Moscow PMP.

The right to an additional payment up to the SSS level is granted only to those Muscovites who are registered and have been permanently residing in the capital for more than 10 years. If during a 10-year period a citizen lived in territories subsequently annexed to Moscow, then he retains the right to additional payment to the State Social Insurance Fund.

Let's look at an example. Shishkin is a pensioner who has been living in Troitsk, Moscow Region, for 12 years. In connection with the expansion of Moscow, Troitsk was annexed to the territory of the capital (Troitsk urban district). Thus, Shishkin has the right to receive an additional payment to his pension up to the GSS level.

Persons who live in Moscow for less than the established period cannot apply for an additional payment to the State Social Insurance Fund. At the same time, pensioners are assigned the right to receive a regional supplement.

How to calculate the amount of surcharge

The additional payment to the SSS level is equal to the difference between the pensioner’s monthly income and the established SSS indicator. When calculating income, not only pensions are taken into account (for old age, disability, length of service, loss of a breadwinner), but also other payments assigned in favor of the pensioner:

  • regional pension supplement;

If a pensioner’s income is greater than the Moscow PMP, then the formula for calculating the SSS surcharge looks like this:

Let's look at an example. Nikolaev is a resident of Moscow, a recipient of an old-age insurance pension in the amount of 7,512 rubles.

Nikolaev has the status of a disabled person of the 3rd group, and therefore in September 2017 he was assigned an additional payment to his pension in the form of daily allowance, the amount of which, taking into account the refusal of the NSU, is 2,022.94 rubles. The Nikolaevs have not received any additional benefits, compensation or benefits.

The total income of a pensioner is 9,534.94 rubles/month. Since this value is lower than the Moscow PMP (11,561 rubles), Nikolaev can issue a regional supplement to the pension in the amount of 2,026.06 rubles. (RUB 11,561 – RUB 9,534.94).

Since November 2007, Nikolaev has been living in the city of Shcherbinka (formerly the Moscow region, in 2012 annexed to the territory of Moscow), in connection with which Nikolaev also has the right to receive an additional payment up to the SSS level in the amount of 2,939 rubles. (RUB 14,500 – RUB 11,561).

The procedure for assigning additional payments to pensions by Moscow residents

The additional payment is processed based on the pensioner’s application to the territorial Pension Fund at the place of registration with the following documents:

  • passport;
  • application (the form can be obtained from the Pension Fund at the time of application);
  • confirmation of pension assignment (in general – SNILS);
  • confirmation of the level of monthly income of the pensioner (certificate from the social security authority about assigned benefits, additional payments, benefits).

The right to receive an additional payment up to the SSS level is granted exclusively to pensioners who have lived and been permanently registered in Moscow for more than 10 years before applying for the additional payment. You can confirm your residence in Moscow for a specified period of time by making a corresponding entry in your passport (registration).

The procedure for registering additional payments to the State Social Insurance Fund for Muscovite pensioners is as follows:

Step-1. Contacting the Pension Fund with documents . The pensioner submits the required documents to the Pension Fund at the place of residence in person, by mail, or through a representative. The application period is at any time, but not earlier than the date on which the right to additional payment arises.

Step-2. Verification of documents at the Pension Fund of Russia . Within up to 30 days, Pension Fund specialists will review the pensioner’s application. Based on the Pension Fund’s own information on the size of the pension, EDV, NSO, as well as in accordance with data on payments and benefits assigned by other bodies, the Pension Fund calculates the level of income of the pensioner and compares the resulting indicator with the State Social Insurance Fund. If the applicant’s monthly income is below the GSS, then the Pension Fund, subject to other conditions, satisfies the pensioner’s requests and assigns an additional payment.

Step-3. Notice of additional payment . Upon completion of the verification, a notification is sent to the applicant about the appointment of an additional payment up to the SSS level according to the period specified in the notification (in general, from the month following the month of application). If the Pension Fund rejects the application, the pensioner is sent a notice of refusal indicating the reasons.

The calculation of pension payments according to the new rules undoubtedly stimulates the desire of citizens to work longer in order to receive a decent payment. At the same time, there are also minimum requirements for the length of service required to determine eligibility.

The payment calculated at the time of appointment subsequently increases due to the rates established by the government for each calendar year. However, this is not the only possible option for increasing pensions, because many continue to work after becoming pensioners, and, therefore, contributions continue to be transferred to their personal account. Of these amounts, insurance premiums are paid annually.

The longest work experience deserves special attention - over 35 or 40 years old. Nowadays, a lot of information has appeared in various Internet sources about increasing the pension provision of citizens for long work experience, but it is only partially true.

Pensioners can only be paid extra for long service, but it is awarded in accordance with regional legislation by social security authorities. In addition to additional monthly payments, it provides the opportunity to enjoy certain benefits.

How much work experience is required to qualify for a pension?

Currently, the determination of the right to a pension, its assignment and payment are carried out in accordance with the provisions of Law No. 400-FZ “About insurance pensions”, operating since the beginning of 2015.

According to the new rules, one of the conditions for appointment is the presence of a certain quantity, namely 15 years.

However this the condition will be fulfilled gradually. A transition period is envisaged for several years until 2025. Accordingly, to retire in 2019 you will need 10 years of work, next year - 10, etc.

In addition, each working year of a citizen is assessed in the form calculated on the basis of paid insurance premiums. They also need to reach a certain number, namely 30 by 2025, to determine eligibility for a pension.

As for other types of pensions, this requirement regarding length of service will be supplemented. For example, it will also depend on the nature of the work performed and the position held.

It is also worth noting that in the complete absence of insurance experience, it is assigned by the state.

Will there be an increase in pension for more than 35 (40) years of service?

Contrary to the recent opinion that for 40 or more years of experience, 5 additional coefficients are awarded, it’s worth saying right away that the increase in pensions is precisely for continuing to work after leaving for a well-deserved rest according to the current legislation not provided.

  • until 2002, taking into account the salary coefficient for a five-year period of work and valorization, calculated for length of service until 1991;
  • from 2002 to 2014 in the form of insurance contributions affecting the amount of pension capital;
  • after 2015, based on the individual pension coefficient for each year worked.

Moreover, in the first two stages, the amount in rubles is first determined, and then, according to the new calculation formula, it is converted into points.

As you can see, at present only those transferred by the policyholder for his employee to the Pension Fund are taken into account. Thus, the annual recalculation for time worked is carried out based on the amount of money received by the Pension Fund of the Russian Federation into the personal account of the insured person. Hence, the difference in the increase for two pensioners can amount to several tens and even hundreds of rubles, depending on each person’s salary and the contributions paid from it.

It is important that the period of work itself during the year does not play a role, as was previously the case under Law No. 173-FZ “On labor pensions in the Russian Federation”.

When can additional pay for length of service be assigned to women and men?

The length of work experience of women and men may influence their ability to receive additional payments to their pensions in the following cases:

  • if this length of service was not previously taken into account when assigning payments (for example, for reason);
  • if a citizen continues to work as a pensioner;
  • if the number of years worked is sufficient to be awarded the title “veteran of labor”.

In the first two cases, the increase in pension provision is established after the recalculation has been made, and in the second case it is made without a declaration for the insurance contributions transferred.

If new documents are submitted that affect the amount, the citizen will need to write an application for recalculation by contacting the territorial office of the Pension Fund of the Russian Federation at the location of his payment file.

Work experience, equal to 35 years for women and 40 years for men, also increases the amount of payment by establishing. Such an additional payment, as well as the conferment of this title itself, appointed by social protection authorities at the citizen’s place of residence.

It is worth noting that this category of citizens is entitled to a monetary increase only if the applicant has already been assigned an old-age pension. In addition to surcharges for long-term service over 35 or 40 years, various benefits are provided, some of which can also be translated into monetary terms. As for the legal regulation of issues related to these issues, it is administered by regional authorities.

Amount of supplement to pension provision

Depending on the nature of the expected additional payment in connection with the cases discussed above, its size will vary if additional certificates are provided that were not taken into account when assigning payments, as well as when recalculating insurance premiums.

The amount of additional payment to the pension for the title “Veteran of Labor” with experience over 35 or 40 years is established opposite in fixed value. However, this value will depend on your region of residence pensioner, since financing is provided from local budgets.

For example, a labor veteran in St. Petersburg in 2017, a monthly cash payment of 828 rubles is provided, as well as a number of benefits:

  • for housing payment in the amount of 50%;
  • reduction in utility bills by 50%;
  • purchasing a single discount ticket for travel on the metro, trolleybus, tram, bus;
  • reduction in ticket prices for suburban trains and buses by 10% from April 27 to October 31.

How to apply for an allowance for pensioners?

In order for a pensioner to be able to apply for an allowance for long work experience over 35 or 40 years, which is necessary to confer the title of “Veteran of Labor” to women and men, respectively, he needs contact social security authorities at your place of residence. The Pension Fund does not establish such bonuses.

To apply you will need following documents:

  1. statement;
  2. identification document of the applying citizen;
  3. a certificate from the Pension Fund of the Russian Federation confirming the appointment of an old-age insurance pension;
  4. labor veteran certificate.

You can bring your documents in person to the appointment or apply through a legal representative who has been issued a notarized power of attorney. There are also several ways to contact:

Social additional payments

When it comes to additional pension payments, there are two separate categories in mind: federal and regional (local).

Federal ones apply to all regions of the country without exception; their size and composition are appointed only by the Government. Regional ones are paid from the budget of a given subject of the Russian Federation and by decision of the local government.

Federal ones include:

  • social;
  • national pension accruals;
  • insurance pension payments.

Pension allowances


The list of various supplements to insurance pension accruals is quite long:

  • When a pensioner reaches the age of 80 or when disability group I is established, the fixed pension payment is expected to increase by 100% (in 2019 - 5334.19 rubles).
  • The list also includes increased payments to those pensioners who stopped working much later than retirement age, but did not submit documents to the Pension Fund. How much larger the total amount will be depends on the time for which leaving work was postponed. When applying 5 years later, the pension amount increases by approximately 40%.
  • Disabled people of groups I, II, III register for their benefits.
  • One third of the standard pension amount (5180, 24 rubles in 2019) can be additionally issued for each dependent (minors, partially capable and incompetent citizens), but no more than 3 disabled family members;
  • For unemployed pensioners living in rural areas and who have worked in agriculture in certain positions, the fixed payment increases by 25%;
  • For northerners who have worked for at least 20 calendar years in areas equated to the regions of the Far North, and have an insurance record of at least 25 years for men or at least 20 years for women, the fixed payment increases by 30%.

If the pensioner is a current civil servant, then for each new year in office he is entitled to an additional 3% of his pension. Other benefits are provided to the following categories of citizens:

  • Children of war;
  • Heroes of Russia, as well as the USSR.

Federal benefits differ from other benefits in that they are subject to indexation every 6 months. This is done in order to cover inflation over the past period. Thus, the income of pensioners remains at a stable level.

Which Muscovites are entitled to Luzhkov's pension supplement?

Who is paid Luzhkov's pension supplement is non-working pensioners who have lived in the capital for a total of at least 10 years, but at the same time their income is below the level of the city social standard. Due to the payment, the income of those who are entitled to Luzhkov’s pension supplement rises to the Moscow social standard.

Requirements for citizens:

  1. be a recipient of a pension;
  2. lack of work (temporary or permanent);
  3. confirmed residence in Moscow for at least 10 years;
  4. low income.
Attention! The Luzhkov bonus is not available to working pensioners.

If a pensioner lives in Moscow, but for less than 10 years, then he will still receive the Luzhkov bonus, but only up to the subsistence level. The difference between these two values ​​is significant.

Thus, the Luzhkov bonus in 2019 was based on the Moscow social standard of 17,500 rubles, and the cost of living was 12,115 rubles. The size of Luzhkov's pension supplement is equal to the difference between the assigned pension and the social standard or the subsistence minimum.

In 2019, the PMP in Moscow was 12,115 rubles. Accordingly, the additional payment will be made by bringing the citizen’s pension provision to this indicator.

Attention! Every year the administrative-territorial boundaries of Moscow are revised. In 2018, the Troitsky and Novomoskovsky administrative districts were annexed to the administrative boundaries of this subject of the Russian Federation. Important! How pension indexation will take place in Moscow in 2020

In general, the annual process of increasing pensions in Moscow occurs in the same way as throughout Russia - in three stages.

Now let us recall the two types of minimum pension in Moscow.

Minimum pension in Moscow in 2020

The minimum income level for a pensioner in the capital, as already mentioned, is of two types:

1. for those who have been registered in Moscow for less than 10 years, this is the size of the Pensioner’s Subsistence Minimum (PMP).
2. for those who have been registered in the capital for more than 10 years - this is the value of the City Social Standard (CSS).

Let's start with the first number.

Supplement to pension up to the Subsistence Minimum

As is known, older people in Russia cannot receive a pension below the average annual Pensioner’s Subsistence Minimum (PMP) in their territory of residence. If the accrued pension is less than this level, then the Regional Social Supplement (RSD) to the pension is additionally paid from the budget. Thus, the pensioner’s income is raised to the value of the PMP.

Let us remind you, by the way, that the rules for providing this very social supplement have changed significantly in 2019. Now the process takes place in 3 stages.

1. First, the size of the increase, which is obtained through indexation, is calculated.
2. Then the pension is increased by a social supplement to the subsistence level (PL).
3. And then the indexation amount is added to the PMP.

For the same reason, it is now difficult to talk about the exact amount of the minimum pension in a particular city. It is slightly higher than the cost of living, but it’s different for everyone – by the indexation amount. However, in this publication we will assume that the minimum pension is conditionally equal to the living wage of a pensioner in his region.

In 2019, the cost of living for a pensioner in the city of Moscow was set at 12,115 rubles. This means that we can assume that the minimum pension in 2019 in Moscow, taking into account the Regional Social Supplement, was 12,115 rubles.

For 2020, the Pensioner's Living Minimum in Moscow was decided to increase by 3.7% or 463 rubles. The decision on this has already been made by deputies of the Moscow Duma.

In 2020, the cost of living for a Moscow pensioner is set at 12,578 rubles. Accordingly, this figure can be conditionally considered the minimum pension in the MSK this year.

But this “minimum wage” is established for those pensioners - Muscovites who have been registered at their place of stay / place of residence in Moscow for a total of less than 10 years.

For Moscow old-timers, a different minimum pension applies. It is adjusted to the City Social Standard of Minimum Income.

Supplement to pension up to the amount of the City Social Standard

First, let's quickly clarify...

What is the City Social Standard in Moscow?

The City Social Standard is the minimum monthly income of a pensioner who has been registered in Moscow for at least 10 years. It was introduced by the Decree of the Moscow Government of November 1, 2011. If the pension of a Muscovite with 10 years of experience is less than the GSS, then he is awarded a special payment from the budget up to the amount of the GSS.

That is, this is approximately the same as the Living Minimum for pensioners registered in the capital for less than 10 years. Only he is taller!

Who is entitled to additional payment?

An additional payment to the pension up to the value of the City Social Standard (GSS) is established for non-working pensioners and certain categories of working pensioners and disabled people registered at their place of residence in Moscow and having a duration of such registration of at least 10 years in total (including the time of residence in the territory annexed to Moscow) .

In 2019, the size of the City Social Standard was 17,500 rubles. Accordingly, the minimum pension was the same for those who lived in the capital for more than 10 years.

It could be assumed that this value would be increased by January 2020, but Mayor Sobyanin decided not to wait until the New Year.

Already from September 1, 2019, the size of the State Social Insurance Fund was increased to 19,500 rubles. Thus, the minimum pension for non-working pensioners with more than 10 years of living experience in Moscow is now 19,500 rubles.

Once again, from January 2020, it will no longer be raised, which means the minimum wage for old-time Muscovites will remain at the level of 19,500 rubles.

What about working pensioners?

If non-working pensioners who have lived in Moscow for more than 10 years can apply for regional social supplement towards pension up to 19,559 rubles. Then their working neighbors, who have had Moscow registration for more than 10 years, receive monthly compensation payment towards retirement. As you can see, the name of the additional payment/payment is different, but the meaning remains virtually unchanged. All the same, both non-working and working people adjust their pension benefits to the level of the City Social Standard in the amount of 19,500 rubles.

True, there are a number of restrictions for working pensioners. For example, to receive these payments, the average salary over the last six months must not exceed 20 thousand rubles, etc.

Monthly city cash payment in Moscow

Muscovites have many different social benefits for different categories of citizens: war veterans, disabled people, families with children, etc. But there is one that, in our opinion, also needs to be mentioned in this publication. Although it is not directly related to the size of the minimum pension. This is the City Monthly Cash Payment (CMC).

It can be received by some citizens of pre-retirement age and old-age pensioners living in Moscow who do not receive payments as federal beneficiaries.

Let's pay attention to Labor Veterans, because there are quite a lot of them throughout the country. So, Moscow Labor Veterans have the right to an additional 1,000 rubles per month. But under one condition: their cash income for 12 months must not exceed 1 million 800 thousand rubles.

Minimum pension in the Moscow region in 2020

Elderly people in Russia, as mentioned above, cannot receive a pension below the average annual subsistence level for a pensioner in their territory of residence.

For example, in 2016, the cost of living for a pensioner in the Moscow region was set at 8,950 rubles. As usual, it was increased by some amount every year. For clarity, we even summarized its sizes for different years in a table:

It would be logical to expect that in 2020 its size will also increase at least a little. But that was not the case.

The cost of living for a pensioner in the Moscow region for 2020 was again set at 9,908 rubles. This is what the deputies of the Moscow Regional Duma decided (Law of the Moscow Region dated September 26, 2019 N 173/2019-OZ).

As a result, the level of subsistence level for a pensioner in the territory of the Moscow Region, and, accordingly, the conditional amount of the minimum pension in the Moscow region for 2020 is equal to 9 thousand 908 rubles.

What about in other cities?

The living wage for a pensioner, which allows one to approximately determine the minimum pension amount, is established annually in each region of Russia.
