In particular, they may qualify for a one-time payment. List of required documentation

In order to find out what kind of financial assistance is due to large families, you must first understand who can be classified as a “large family”. As a rule, the law establishes the right to obtain this status at the birth of the third and subsequent children. However, in some regions of the Russian Federation you need to have a larger number of children. For example, Ingushetia practices the assignment of large families upon the birth of a fifth child. Accordingly, one can become a mother-heroine only by raising at least five children.

It is also important to count the number of children's votes correctly. If, for example, parents get divorced, with two children remaining with their father and two with their mother, according to Russian legislation, they can no longer relate to the status of a large family. You can save it only if three children live with one of the parents. Or if one of the former spouses registers a new marriage with the person with whom his children live. Please note that former pupils of the orphanage are considered equal to their own children.

There are cases when, when counting children, adults who have not yet reached the age of 23 and are studying full-time at a higher educational institution are taken into account. Providing the status of large families on such preferential terms is possible only in some areas. Thus, such concessions have long been practiced in the Krasnodar Territory.

It should be taken into account that the family does not include children:

  • if the parents are deprived of parental rights following a court hearing;
  • if they are fully supported by the state (for example, they live in a boarding school).

What is social assistance for large families?

Of course, the birth of a new family member is always good. But when the number of children grows, the needs of the family increase in proportion to this.

In the context of the economic crisis in the country, even the most purposeful parents are increasingly unable to cover their expenses with regular income. The first problems are especially acute when children are being prepared for kindergarten or going to school. That is why the state classifies large families as a vulnerable category of Russian citizens in need of help coming from different quarters.

In general, social assistance can be divided into several types according to the following reasons:

  1. Depending on the level of the budget from which funds are allocated, assistance is distinguished between federal, regional and municipal.
  2. Depending on the type of provision – material and in-kind.
  3. From the intended purpose - for a specific subject and all citizens of the corresponding category.

State assistance includes:

  • benefits, subsidies, benefits, additional cash payments;
  • assistance with clothing, goods, food, medicines;
  • free services (legal assistance, treatment in public medical institutions).

It should be noted that people with many children can use the entire list of benefits that families with children receive, namely: assistance with child care, maternity capital at the birth of the second child, payments for the third child.

How to get long-awaited housing in 2019-2020

Square meters do not always allow members of a large family to “walk around”; as a rule, they have to huddle in a small, cramped apartment. The government of the Russian Federation has taken this problem with housing into account, and now, in accordance with the Housing Code, low-income and needy people are offered to register real estate on the basis of social rent.

Thus, having many children is equated with low-income citizens. Close attention is paid to families with 5 or more children, who are in especially dire need of support.

Thus, in Moscow, the local administration decided to allocate cottages that are objects of a special Housing Fund completely free of charge. You will only have to pay for housing and communal services calculated at the reduced rate. Such accommodation is temporary and ends as soon as the opportunity to register an apartment on a social rental basis is provided until the youngest child is 16 years old.

To become an applicant for living space, you must first take your place in the queue. This is permitted when the following conditions occur:

  • if one family member has an income that does not reach the subsistence level fixed in each individual region;
  • the family does not have housing or its size, designed for one person, is less than the minimum acceptable indicator established by the regional administration. Citizens living in a dilapidated building can also be recognized as needy;
  • living conditions have not worsened over the last five years; for example, additional residents were not registered, pursuing the goal of reducing the area by 1 citizen. It is noteworthy that the registration of children under 18 years of age, according to the place of residence of the father and mother, does not constitute a worsening of conditions;
  • all family members are Russian citizens;
  • compulsory residence in the country for a certain period of time.

Targeted financial assistance

Targeted financial assistance is awarded in accordance with federal programs for providing assistance not only to large families, but also to low-income families. How to get it? It is very simple - you must submit the appropriate application in writing.

The most common types of targeted payments include:

  • one-time payment;
  • assistance in the form of products;
  • regular monthly cash assistance;
  • refund of money for schoolchildren's travel expenses on public transport.

The amount of payments given depends entirely on the number of children.

Providing targeted assistance is possible if you attach the following list of required documents when completing your application:

  • the statement itself;
  • a document proving your identity;
  • extract from place of residence;
  • papers indicating the income of all members of a large family without exception for the last quarter;
  • birth certificates of children, if any - marriage registration;
  • other documents in accordance with the requirements of the local administration.

Targeted support cannot be provided when traveling to another region of the Russian Federation, detecting falsifications and fraud, providing false information in submitted papers, or incorrect amounts of family income.

What assistance is provided for provision under the social contract?

Since 2011, the country has initiated and is still continuing an experiment in providing targeted payments and other types of government assistance in the form of signing social contracts. This agreement can be drawn up between a large family and the social security institution itself. At the same time, an important goal is being pursued: to create a comfortable microclimate for the family’s gradual recovery from a difficult financial situation and, in the future, to reach a higher standard of living.

The procedure for receiving targeted assistance in connection with a social contract is carried out differently in different regions, but there is still a general formula:

  1. It is necessary to pay a visit to the social protection department and provide its employees with all the necessary documents (see the full list in the previous subsection).
  2. After this, within 25 days, a specially initiated commission makes a decision whether assistance should be provided under the social contract.
  3. If yes, then the institution’s specialists offer a program to get a large family out of the crisis.
  4. Ultimately, an agreement is signed, valid for 3-6 months, where the obligations that a parent with many children must fulfill (for example, find a job or start farming) are spelled out in detail.
  5. The program comes into effect. A large family receives building materials for repairs, purchases household appliances, opens their own business, etc.

Help by September 1

The state gives the right to benefits for applicants from large families if:

  • the income per member is less than the subsistence level;
  • one of the parents received group 1 disability, the other parent did not;
  • the applicant has not reached the age of 20;
  • scored the minimum allowed on the point scale in the entrance examinations.

In addition, by September 1, money will be allocated for schoolchildren to purchase stationery, school uniforms and other things. So, today in the capital at the beginning of the school year 5,000 rubles are given out for each child.

The appearance of a child in a family entails an increase in expenses, and when parents are raising several children at once, the costs of their maintenance and upbringing make up an impressive part of the budget of the social unit. Many families are beginning to urgently need additional cash income. In this article we will tell you about compensation for the purchase of school uniforms for large families in 2019, we will consider the amount and procedure for receiving it.

The state, which supports families raising three or more children, has, in addition to other benefits, compensation, allowances and subsidies, appointed a special allowance intended for the purchase of school uniforms by the beginning of the school year. Reimbursement for the purchase of clothing for school is established at the federal level, but local regional authorities have the right to adjust the conditions and amount of its receipt.

Who is entitled to receive compensation for purchasing a school uniform?

Applicants wishing to receive an allowance for the purchase of uniforms for school must have the status of parents of many children. In addition, you must have a passport of a citizen of the Russian Federation; this benefit is not provided to foreigners and stateless persons. Children for whom the uniform was purchased must study in state educational institutions in Moscow or municipal educational organizations in the Moscow region. Read also the article: → "".

The benefit is assigned to only one parent or legal representative of the child for all children in the family once a year.

The child can learn:

  • in a school institution,
  • at the gymnasium,
  • at the technical school,
  • at the Lyceum.

Children for whom compensation is paid must not be 18 years old by the time their parents submit the application, and if we are talking about a student, then 23 years old if they are studying full-time.

Conditions for receiving a refund for purchasing a school uniform

The conditions for receiving funds vary by region, and often local ones are added to the basic requirements imposed at the federal level. It happens that local authorities require that this payment be processed with the assistance of the director of the educational institution or the SZN Office.

Often it is necessary to prove that the parents’ earnings are not enough for a decent living for the family - when the average per capita income is less than the regional subsistence level per each family member. If all conditions are met, the family will receive compensation not only for purchasing a uniform for attending school, but also for physical education lessons. Read also the article: → "".

Amount of allowance for the purchase of clothes for school

The amount of compensation depends on the decision of the authorities of the constituent entity of the Russian Federation. The amount is influenced by the socio-economic indicators of the family’s region of residence, as well as the state of the local budget. On average across the regions, the amount of monetary allowance is 1.5 – 14.7 thousand rubles. Payment in Moscow and Moscow Region is provided in the amount of 2 thousand to 4250 rubles. If parents did not have time to exercise their right to compensation last year, benefits are not cumulative.

Algorithm for processing regional payments

Within the time limits established by law, you must present the required documents to the authority authorized to consider this issue (in person or by mail). If the papers are sent through the post office, there must be an inventory of the contents, and copies of the documents will also have to be notarized.

The USZN opens a file for each applicant and attaches all submitted documents. Within 10 days, a decision is made to provide compensation or to refuse payment. If the decision is not made in favor of the family, the reason for the refusal is explained.

If payment is scheduled, the amount will be credited to the account within 5 days after funds are allocated to the region’s budget for these needs of the population.

Features of buying clothes for school

In the case when a uniform for school classes is purchased with the personal funds of families or with funds allocated from the budget for its purchase, it is the property of the social unit. And when clothes were purchased by the school and then given to students, they are accounted for, taken into account in a special register, and then written off based on wear and tear according to the decision of the commission. The uniform is written off as an expense immediately after it is issued to the children.

The state distributes catalogs with uniform sets of acceptable types and styles to educational institutions. The family has the right to buy clothes from local manufacturers or assemble a set on their own.

Where to apply to receive payment

To receive compensation, the family can contact the local SZN Administration or one of the Multifunctional Centers in Moscow or the Moscow region.

When to apply for benefits

As usual, the documents of applicants for reimbursement of the purchase of school uniforms were accepted by the authorized bodies before the start of the school year. But according to the new rules, the application must be submitted before December 5 of the current year. Some social security authorities require that you meet the deadline from February 1 to October 30.

Necessary documents for registration

In addition to the application for compensation, the parent will need the following set of documents:

  1. The applicant's Russian passport (with a photocopy).
  2. Certificate of a large family (with a photocopy, you can get it from the USZN or from the Administration of the territorial entity).
  3. The child’s passport with a stamp of registration in the territory of Moscow or Moscow Region, or another document indicating registration in the specified region (this can be an extract from the house register - a certificate of family composition, issued by the housing department, the settlement administration or the passport office).
  4. A certificate in a unified form from an educational institution about the child’s education (obtain from a school, vocational school, lyceum or gymnasium).
  5. A copy of the savings book for depositing funds.
  6. A certificate indicating full-time study by a student aged 18-23 years (from an educational institution, provided by families considered to be large).
  7. Certificate of marriage or divorce, establishing paternity.
  8. A certificate from the State Social Insurance Fund stating that the benefit was not issued at the place of registration of one of the parents (for families in which one parent has permanent registration in another region).

When payment stops

The benefit will not be credited to the applicant’s account if:

  • the family moved outside of Moscow and Moscow Region,
  • incorrect information was provided,
  • parents were deprived of parental rights,
  • upon the death of the compensation recipient. Read also the article: → "".

Typical design mistakes

Mistake #1. A mother of many children applies for payment of funds to her as compensation for the purchase of a school uniform for her children in double amount on the basis that in the previous year she did not exercise her right to reimbursement of expenses.

Payments for previous years are not cumulative, and benefits can only be received for the current year.

Mistake #2. The parent of a large family kept sales receipts for the purchase of school uniforms to receive compensation.

Documents proving the fact of purchasing a school uniform will not be required when applying for compensation for its purchase.

Answers to common questions

Question No. 1. How to understand exactly what amount of compensation a family registered in Moscow can receive?

The amount will depend on the specific educational institution. All schools set their own requirements for school uniforms, and accordingly the cost of a set of clothes will vary.

Question No. 2. School uniforms for children were purchased last year for all students by common decision of the parent committee. Do I need to buy a separate set of clothes for classes?

No, if the purchased kit complies with the local regulations of the previous year.

In the coming year, large families from Russia can partially rely on the state. A number of privileges, benefits and benefits are designed to support large families at the federal and regional levels.

Which family is considered to have many children - 2019 requirements

The legislation of the Russian Federation provides a clear definition of a large family. First of all, this is a family with three or more children under 18 years of age.

At the same time, it is believed that children can be both relatives and non-relatives (adopted, adopted), and born in more than one marriage (for example, in the past).

Thus, if a woman has children from her first marriage and children from her second, then in the new marriage the family will be classified as having many children.

The main requirements for confirming the status of a large family include:

  • Russian citizenship for each family member.
  • Official residence (registration) in the region where the family plans to receive benefits.
  • The number of children required to confirm status in a particular region (from 3 children - for most regions).
  • Children's age is up to 18 years.
  • Permanent residence of all children with their parents (with the exception of military service or studying at a university).

Which children are taken into account when determining status:

  1. Minors, until they turn 18 years old.
  2. Students under 23 years of age studying full-time at a secondary/higher educational institution.
  3. Adopted, foster and foster children.
  4. Stepsons/stepdaughters are officially adopted children.

Does not take into account:

  • Children whose parents are deprived of their rights (or have their rights limited).
  • Children who live in orphanages or boarding schools.
  • Children who became fully capable ahead of schedule. That is, independent (before the age of 18) - for example, married.
  • Children separated between parents during the process of mom and dad's divorce.
  • Children who were sent to educational colonies.
  • Children whose adoption decision has been cancelled.

Often, the definition and parameters by which it is decided whether a family has many children or not are considered by regional authorities. Most adhere to the National Standard, adjusting it at their own discretion.

For example, in Moscow and the Moscow region, children who are under 16 years old are taken into account, and if a child is studying at a university, then parents have the right to receive benefits for having many children before he turns 20 years old.

In some large regions of the country, this right is reserved until 18 or 23 years of age.

It turns out that in order to determine whether you belong to a large family or not, you must contact the Social Security Administration at your place of residence or the local Administration. There they will tell you exactly whether you fit the established regional parameters and whether you can receive assistance from the state as a family with many children.

The status of a large family today is granted as both parents(note – married!), and one parent with whom these children live.

It is important to remember that moving a family to a new Russian region requires re-registration of status!

Registration of status is carried out at the regional social protection authority.

If you work officially, with an employment contract, then you can contact your employer with any request. He does not have the right to refuse you, for example, additional leave.

  3. Compensation for the purchase of housing under the “Housing for Young Families” program . The family must take out a mortgage, a certain percentage will be allocated from the state.

There are regions where compensation is very small, and amounts to 7,000 rub.

How to obtain the status of a large family, and where to apply for benefits and allowances?

The status of a large family must be confirmed with the social welfare authorities at your place of residence.

To obtain a certificate confirming the status of having many children, you must:

  • Step 1. Collect documentation. You must prepare parental documents (copies of passports), documents for children (birth certificates), marriage/divorce certificates, a copy of a book to take home or a certificate of family composition. They may require additional papers; the social security department will tell you about them.
  • Step 2. Submit all documents to the social security department of your city or district. This can be done by both the mother and father, guardian or adoptive parent - or a representative of the parents.
  • Step 3. Get your ID.

Please note that when contacting the social security department, a citizen does not have to pay a state fee! This service is provided free of charge.

To receive benefits and allowances, you must contact the authorities that provide them. For example, to the Pension Fund of the Russian Federation, the Housing Inspectorate, the Tax Service, Rosreestr, the local municipality - or to the same Social Security department.

The main document for obtaining discounts is a certificate confirming the status of a large family. The applicant can apply with it to any organization and institution.
